CAR Manager is the online application used by corridor managers to manage Corridor Access Requests (CARs) from utility operators, or their contractors, to access the road corridor. Access to the corridor is required to make changes to electricity, gas, telecommunications, water, wastewater and postal infrastructure.
The first benefit from using CAR Manager is that you will find out who is actually accessing your road corridor.
Manage the Entire CAR Process
You use the CAR Manager to manage the entire CAR process from start to finish. You manage the process from the initial approval to Works Completion Notification to the end of the two year warranty period. The process is managed electronically – paperless. You can see the process revealed here.
CAR Manager is fit for purpose as it was designed by corridor managers themselves. It continues to be enhanced by their input.
Applications Arrive from Submitica
Submitica is the complementary online web site for utility operators, their contractors and other interested parties to manage the Corridor Access Request (CAR) process. It shares the same CAR database as CAR Manager. So CAR Manager and Submitica integrate seamlessly with each other.

You press the Awaiting Approval quick filter so all the CARs awaiting approval are listed. For each CAR you check the initial approval details are correct and check on the map for any conflicting CARs. You create a Conditions document and generate a Works Access Permit.
You either approve the CAR, place it on hold, reject it or reassign it to another RCA. See the process here.
Works Completion Notification
The automatic email system reminds contractors of their obligation to notify the completion of the works. The links in the emails simplify the process for the contractors making it more likely that they will meet their obligations. They are also obliged to confirm that the completed works comply. You can configure CAR Manager so that contractors must upload adequate documentation before notifying works completion.
Inspections, Defects and Ratings
Print off the map with the groups of nearby CARs to be inspected. You can record inspections and defects directly in CAR Manager. This includes photographs and any relevant documents. There is an easy 5 star rating system for inspections and defects. This is used in the KPI reports. Find out more about inspections, defects and reports.
If a defect is discovered during the warranty period, the warranty start date is automatically reset after the repairs are completed.
CAR Sign Off and Warranty
Some contractors neglect the works completion notification. So CAR Manager users can sign off the CAR if necessary and set the work completed date. The warranty period is managed from within CAR Manager. The warranty start date is set automatically when the CAR is signed off. CAR manager advises CAR applicants when the warranty period is about to end so they can perform their end-of-warranty checks.
CAR Billing Manager
RCAs use CAR Billing Manager to create and apply fees and charges related to the Corridor Access Request process. The fee data is exported to the RCA’s accounts department for invoicing to the applicants. Billing Manager does not send out accounts. The Billing Line Items are shown to Submitica users at the time they are incurred. They are visible at the CAR Details page.
CAR Manager Training

Most users find the extensive video training set shows them everything that they need to know from the set up and use to the reporting.
CAR Manager Rental Pricing
An annual licence fee is payable for CAR Manager. This is payable by each council or RCA that uses CAR Manager. This is an all-inclusive fee. It includes hosting usage when CAR Manager is being used. Also, there is no limit on the number of login users a council may have. The fee also covers use of Submitica by their CAR applicants.
